Varanasi, November 6, 2026: Varanasi is preparing for a major expansion of its river tourism infrastructure, with plans to develop two modern cruise terminals along the River Ganga. The proposed facilities at Ramnagar and Samne Ghat are expected to improve cruise operations, enhance passenger convenience, and attract more domestic and international tourists to the holy city.

According to information published on November 4, 2026, the proposed development is estimated to involve an investment of approximately ₹300 crore, with ₹150 crore allocated for each terminal. The project is intended to strengthen Varanasi’s position as an important destination for river cruise tourism

The proposed cruise terminal at the existing Multimodal Terminal (MMT) complex in Ramnagar is expected to serve as a major hub for large and luxury cruise vessels arriving in Varanasi.

According to the reported plan, the facility could accommodate three to four large cruise ships or eight to ten smaller vessels simultaneously.

The terminal is also expected to benefit from improved connectivity with road networks, railway facilities, and Lal Bahadur Shastri International Airport in Babatpur. This would make passenger transfers and cruise operations more convenient. Jagran

Samne Ghat Terminal to Promote Short-Distance River Cruises

The second proposed terminal will be developed at Samne Ghat. Unlike the Ramnagar facility, this terminal is expected to focus primarily on smaller cruises and short-distance river journeys.

Tourists could get an opportunity to explore Varanasi’s religious, historical and cultural attractions from the Ganga through organised cruise services.

Land has reportedly been identified for the proposed facility, while the development is expected to support more organised passenger and vessel movement along the riverfront.

Airport-Like Facilities for Cruise Passengers

One of the key highlights of the proposed development is the plan to introduce modern passenger facilities.

The reported features include:

  • Modern passenger waiting lounges.
  • Separate entry and exit gates.
  • Advanced security and surveillance systems.
  • Immigration counters for international tourists.
  • Improved berthing facilities for cruise vessels.
  • Better connectivity with road, rail and air transport.

These facilities are intended to provide passengers with a more organised and comfortable travel experience. The final infrastructure design will depend on the approved project report. Jagran

New Employment Opportunities for Local Businesses

The proposed cruise terminals could also generate economic opportunities for people living in and around Varanasi.

An increase in cruise tourism may benefit boat operators, tourist guides, translators, jetty operators, local artists, hotels and restaurants.

The project could also create additional demand for traditional Banarasi products, including silk sarees, wooden toys, brassware and local handicrafts.

This could provide greater visibility to Varanasi’s traditional industries among domestic and international visitors. Jagran

Focus on Cleaner and More Sustainable River Tourism

Environmental sustainability is another important aspect of the proposed infrastructure.

According to the reported plan, shore-side electricity facilities may be developed to supply power to cruise vessels while they are docked. This could allow ships to switch off their engines during their stay, helping reduce local air and noise pollution.

The technical feasibility of battery-charging infrastructure for future electric cruise vessels is also expected to be examined

A New Chapter for Varanasi’s River Tourism

Varanasi is internationally recognised for its ancient temples, spiritual traditions, Ganga Aarti and historic riverfront.

The operation of long-distance river cruises, including Ganga Vilas, has already brought greater attention to the city’s potential as a river tourism destination.

In November 2025, the Government of India announced agreements to expand inland water transport and cruise tourism in Uttar Pradesh. The announcement included an investment of ₹200 crore for two new cruise terminals in Varanasi. An official parliamentary document published in February 2026 subsequently listed the project as being at the Detailed Project Report (DPR) stage.

The latest November 2026 report mentions a proposed investment of ₹300 crore, compared with the earlier official ₹200 crore figure. The final approved project cost therefore requires further official confirmation.

If implemented as proposed, the two terminals could significantly strengthen Varanasi’s river tourism infrastructure and create new opportunities for the city’s tourism and local business sectors.
